The Access Panel Network Engagement Team recently hosted our online Access Panel Online Conference 2026: Small Changes, National Impact. Bringing together Access Panels and other delegates including local Third Sector Interface’s, Disability Equality Scotland, and the Scottish Government Equalities Unit, it was a successful day, offering many opportunities for discussion, collaboration, and networking.
Our theme was based on connections between the Access Panel Network and the contributions Access Panels can bring. We wanted to build on the idea that even small changes represent progress and can make a significant impact in terms of promoting and championing a more equal, inclusive and accessible society, and ultimately, creating lasting, positive change for disabled people.
The main focus for the day was recognition and celebration of the work of Access Panels. We had presentations from four Access Panels- Badenoch and Strathspey, Glasgow, Perth and Kinross, and Shetland, who covered a range of topics. These included access guides and transport, access audits, accessible toilets, and website development. These presentations highlighted the important and varied work Access Panels are involved in and their to improving the lives of disabled people in their local communities and across Scotland.
The work Access Panels are doing combined emphasises the need and value of Access Panels as a voice for disabled people, facing unequal access and a lack of inclusion and accommodations that enable them to travel, access healthcare, and take up employment, or other opportunities. More widely, it speaks to the need for a connected Access Panel Network, who can work together to highlight inequalities, educate, campaign and create changes that address the needs and rights of disabled people.

Scottish Government and Disability Equality Scotland team provided insights into disability policy, recruitment support, research and evaluation, and accessible transport projects, further highlighted the relevance and value of Access Panels. Going forward, we will continue supporting Access Panels to grow and develop – memberships, skills, resources, and capacity – to help ensure representation and positive change for disabled people at the local and national level.
A developed and connected Access Panel Network can is a key vehicle of change and empowerment for disabled people and their local communities across Scotland.
